*Tome, Artifact(requires attunement)* **** *Aliases:* The Book of Storms, The Fractal Flame, Feslithas-mal-Esnath. A dark blue book bound in rough leather. Although its cover looks rough, the binding is soft and almost damp to the touch. A slight current can be felt when holding the book. It takes 30 rests to complete reading the book. There are five tiers to this book and its effects. The book is written in an old elvish dialect, which can be read by a creature knowing the Elvish language. A creature can decipher the old dialect if they know the Gnomish language. However, the reading takes twice the time to complete. The book has 12 charges, regaining 1d4 + 2 charges at dawn. If the book is held out in a thunder storm, it regains all charges at dawn. **Tier I (1 / 30 rests).** You learn the base concepts of lightning, charge, and weather that compose of the phenomenon. Between the lines of the science and the magic, there is a weird reverence found when talking about the lightning itself. *Lightning Adept.* You gain the following two effects: * You can reroll a 1 on a damage die when rolling for lightning damage. You must use the reroll. * You can expend 1 charge of the book to roll the damage dice for lighting damage with advantage. You do this in the same way as you would roll advantage on a skill check. *Lighthammer's Touch.* You can cast the Shocking Grasp cantrip. If you are not a spellcaster, you use your Charisma score as your spellcasting ability. **Tier II (5 / 30 rests).** As you read along about the powers of the Lightning Plane, you are pestered by the feeling of an oncoming storm. In addition, you exhume the smell of ozone wherever you walk. *Storm Caster.* You can cast the Call Lightning spell by expending 3 charges of the book. The spell save DC of the book is 15. If you are a spellcaster, the Call Lightning spell is added to your spell list and does not count towards your known or prepared spells. **Tier III (10 / 30 rests).** You gain a strange fascination with the way lightning always strikes fast and direct: never wavering, never doubting. You take on this facet, valuing quick acting and straight to the point decision making. You vow to act fast and decisive yourself. *Lightning Reflexes.* You gain *advantage* on initiative and dexterity checks and saves. *Storm Caster.* You can cast the Lightning Bolt and Storm Sphere spell by expending 4 charges of the book. The spell save DC of the book is 15. If you are a spellcaster, both spells are added to your spell list and do not count towards your known or prepared spells. **Tier IV (20 / 30 rests).** The more you learn about Lighthammer itself, the more you see the virtue in their worship. They seem among the wisest and strongest of the primordials: knowing when and how to act, knowing who to trust and not. It is clear to you that all that found their way to Lighthammer themselves must be virtuous, and those that shun him must be destroyed. *True Striker.* You gain *advantage* on the first attack made on your turn, as long as this attack is made against a creature. *Thrall of Lightning.* You are effectively charmed by any elemental being originating from the lightning plane. You are not allowed to harm the divine spawn of the Lighthammer. *Storm Caster.* You can cast the Chain Lightning spell by expending 6 charges of the book. The spell save DC of the book is 15. If you are a spellcaster, the Chain Lightning spell is added to your spell list and does not count towards your known or prepared spells. **Tier V (30 / 30 rests).** Its soft light blue glow. The crisp, tangible charge in the air. The smell of the oncoming storm. It is divine. The infinite branches of the fractal flame mimic time and fate itself and in it we can find all we need. Life was made to be struck. Lightning must strike and you can make it happen. Your eyes cloud over with storm clouds, as your veins spark with a blue current. Your whole body feels the divine pain of being electrocuted constantly. It is glorious. All should experience the pain of lightning. *The Agonizing Spark.* Your body is permanently under severe electrocution. Your Constitution score drops by 2. *Light Speed.* As a bonus action, you can move up to your movement speed in a straight line, as long as there aren't any objects or creatures larger than you between your position and the destination. If you move through any objects or creatures, they take 2d6 lightning damage. *Storm Caster.* You can cast the Storm of Vengeance spell by expending 12 charges of the book. The spell save DC of the book is 15. If you are a spellcaster, the Storm of Vengeance spell is added to your spell list and does not count towards your known or prepared spells.
